Theoverall vision behind USAID’s investment in Tunisia’s tourism sector is tocapitalize on Tunisia’s natural, cultural, heritage and historical sites todevelop a more diversified and high-quality tourism sector that contributes tobroad-based economic growth. The HR Manager assumesthe primary responsibility for the project’s human resources processes,personnel capacity building and personnel management. The HR Manager will alsoensure compliance of human resources policies and procedures with local laborlaws, USAID and Chemonics regulations
The HR Manager will ensure highestlevel of integrity, honesty and confidentiality in his functions and willmaintain professional relationships with project staff, partners, donor,counterparts, vendors, and others with whom he interacts, throughout the lifeof the project.
Lead the recruitment of short-termand long-term technical and operations staff, with guidance from the technicalteams, Chief of Party, and Operations and Finance Director
Support scope of work development forshort-term and long-term positions and opening of new vacancies as needed.
Organize and schedule interviews withcandidates
Collect biodata information oncandidates per Chemonics and USAID rules and regulations
Prepare employment agreements.
Assist in the orientation of newemployees according to the orientation checklist.
Ensure that the probationary period’sperformance is evaluated for all new hires.
Maintain personnel files to ensurecompleteness
Manage the tracking of leave forstaff and communicate with Finance team balance report on monthly basis
Serve as liaison between projectstaff and Health insurance contractor on all health medical reimbursement matters
Work closely with employees andsupervisor to ensure that the annual performance review is completed based inChemonics policy.
- Ensure accurate and timely timesheet submissions.
- Ensure project compliance with local labor laws by conducting regular audits to ensure the Project is updated on local labor laws and HR best practices.
Prepare HR documentation for projectaudits, by ensuring that each current and former project employee has anelectronic and hard copy file with all requisite personal documentationsaccording to the personnel management policies. Ensure all forms required forpersonal files are filled out properly and maintained according to the projectfile management checklist.
Bachelor’s degree, preferred inmanagement, human resources, or other related area.
10 years’ experience, including 5-7years of management experience in a human resources and/or operations positionfor donor-funded projects.
Ability to multi-task and communicateeffectively in a cross cultural environment
Attention to detail and strongprofessionalism.
Detailed knowledge of and experience with human resources for USAID project gained through previousexperience in similar position on USAID project is preferred.
Experience working with internationaldevelopment programs is preferred.
Excellent interpersonal, diplomacy,conflict resolution, and communications skills.
Proficient in Microsoft Office suite,including Outlook, Word, Excel, and PowerPoint.
Fluent English and French required;fluent Arabic is a plus.

LEVEL OF EFFORT AND PERIOD OF PERFORMANCE
This position is long-term, on a full-timebasis.
LOCATION OF THE ASSIGNMENT
Thisassignment will be based in Tunis, Tunisia with potential teleworking based onthe COVID-19 situation in Tunisia and ability to join the office. The officemaintains a five-day work week. Overtime is not authorized.
